解决办法

The Preview layer does not always work exactly the same way as the image service layer in ArcMap, especially in extreme examples. If the user needs to make a image size request from their .ISDef, then I would recommend using the GetImage ISCommand. If the user plans to serve this as an image service, then this will work, providing the user's display size is very small.
