When both Web service and REST handler are deployed to external application server, and the external web service SOAP URL is used when exporting the REST service handler, this causes, for the external rest handler: 1. cache on demand does not work (no cache tile is generated and existing tile does not display); 2. cached service without cache on demand has poor performance.
