1. Using a Workflow Manager (Classic) service, access a job: https://gisserver.domain.com:6443/arcgis/services/<workflow-service>/WMServer/jobs/#
2. Go to Child Resources: workflow.
3. Go to Child Resources: steps.
4. Steps are accessible as intended.
