附加信息
This is expected behavior when working with datasets with different projections. The WMTS is projected in Web Mercator, and the reference points are projected into State Plane. To remove the shift either:
-Project the reference points into Web Mercator and publish as a feature service using an appropriate transformation.
-Set the map transformation to None, and publish the points as a map image layer.
-Project the WMTS into a State Plane coordinate using an appropriate transformation.
Esri highly recommends working with data that uses the same projection.
