When a map service published from a spatial view is added to an ArcGIS Online web map through the specific layer ID, zooming in and out of the map does not send the expected requests to the server, resulting in the map not displaying changes made to the underlying data table unless the map is refreshed.

Add the service at the MapServer level (no layer ID). If using ArcGIS Online, set a low refresh interval such as 0.1 seconds.
