This issue is not reproducible based on the steps and sample items provided in this defect. Embed web maps and apps containing secure OGC services into ArcGIS Hub sites using the iframe card and their organizational/short-name URL (e.g. https://<shortname>.maps.arcgis.com/apps/dashboards/<itemid>) rather than using the map or app cards.
