Web services in a web map do not load properly when attempting to view the web map in Explorer for ArcGIS for Android after setting an image service as a basemap.

解决办法

Use an Esri basemap as the basemap layer for the new web map, and add the image service as a standard service (do not specify that it be used as a basemap when adding).

This allows all services to be viewed, but limits the zoom capability to the tiling scheme of the Esri basemap as opposed to the image service.
