Web maps with the web map service (WMS) or web map tile service (WMTS) basemap in the EPSG:25833 or 25832 coordinate system shared from ArcGIS Pro to Portal for ArcGIS do not work.

This is a limitation in the Map Viewer Classic that will not be addressed. The Map Viewer Classic is now deprecated (https://support.esri.com/en-us/knowledge-base/deprecation-map-viewer-classic-deprecation-000030662). This issue is not reproducible in the new Map Viewer (ArcGIS Maps SDK for JavaScript 4.x). Use the new Map Viewer for workflows.解决办法
