ArcGIS Desktop (including ArcGIS Engine and ArcObjects) is in mature support and will be retired March 1, 2026. 解决办法

After adding the Web Feature Service (WFS) URL in a map viewer, click More Options > WFS OGC options and check the swap X/Y coordinates check box.
