Vector layers between basemap reference labels and the raster background get flattened into the raster and cannot be turned off separately in PDF layers of exported PDFs.

This is a limitation in the output engine in ArcMap, which uses Windows graphics device interface (GDI). Windows GDI does not allow alpha blending between non-raster layers, necessitating rasterization of all layers below the transparent layer.解决办法
