The issue is fixed in ArcGIS Business Analyst Web App in the build used for ArcGIS Business Analyst Enterprise 10.8.1 release.解决办法
Use a feature layer instead of a hosted feature layer.
- Add the layer to the map.
- Create the custom data setup, using either Layer from project or Layer from map.
