解决办法
Option 1
Grant the necessary user to Select, Insert, Update, and Delete on the dataset before the creation of the network dataset.
Create dataset with the Build Service Area Index option.
Remove and re-add Select, Insert, Update, and Delete on the dataset. (This is due to the user likely running into NIM080146)
Option 2
Use SQL Server Management Studio to grant Select, Insert, Update, and Delete to the "ND_XXX_FeatureClassName_SAI" table.
