This is a duplicate of BUG-000146691. The issue is not replicated in Portal for ArcGIS 10.9.1.解决办法
Set a definition query in ArcGIS Desktop before publishing to ArcGIS Enterprise 10.9 (ensure that the attachments are enabled before publishing). Adding a new feature with an attachment in ArcGIS Field Maps on an Android device is successful.
