Unable to share hosted feature layers publicly on developer and test accounts with ArcGIS Developer subscription. This is currently the expected behavior. The error message returned is not clear and only indicates the share has failed. A clearer error message or removal of the option to share publicly which is disabled, grayed-out is preferred.
