As documented on the link below, Marker symbol layers in line or polygon symbols in 3D are not supported. Even on the symbology pane, you will see warning saying "some symbol properties may be ignored" when you select marker symbol for a line feature. https://pro.arcgis.com/en/pro-app/help/mapping/symbols-and-styles/unsupported-symbol-drawing.htm Also, as documented in desktop help (link below) You can symbolize line features as 3D simple lines or 3D textured lines. Points can be symbolized as 3D character markers, 3D markers, and 3D simple markers.
