This is as designed. It is to prevent users from saving that layer in Map Viewer Classic after it is already saved in Map Viewer.解决办法
Use ArcGIS Online Assistant and remove the "ArcGIS API for JavaScript", line under typeKeywords.
Note: This is not a fully supported workflow as ArcGIS Online Assistant is outside the scope of Esri Technical Support.
