Unable to reorder layers in the ArcGIS Pro Contents pane or in the ArcGIS Desktop 'List by Drawing' pane on Windows 11 after operating system KB5050094 update was installed.

The current workaround is to uninstall the KB5050094 update.

1. Navigate to Start > Settings > Update & Security > Windows Update > View update history.
2. At the top of the page, click 'Uninstall updates' and select the KB5050094 update to uninstall.
3. After the update has successfully been uninstalled, restart the computer.
4. Launch ArcGIS Desktop or ArcGIS Pro and now be able to move layers as expected.
