This issue non-reproducible in Portal for ArcGIS Map Viewer. Adopting to Map Viewer is encouraged as plans for the deprecation of Map Viewer Classic is announced. Place the uneditable layer at the bottom, and make the uneditable layer symbols bigger than the others so they are shown underneath the editable points.
