This is the designed behavior after the relative dates function is added as an enhancement in the Filter widget in ArcGIS Web AppBuilder 2.7 (https://developers.arcgis.com/web-appbuilder/guide/whats-new-in-version-2-7.htm). Thus, since the ArcGIS Web AppBuilder (Developer Edition) 2.7, ArcGIS Online 5.4, and Portal for ArcGIS 10.6.1, it is the expected behavior to be not able to manually fill in the dates.重现步骤
