There is no plan to fix this issue because strategically ArcGIS Hub is moving away from supporting the current download system in favor of a more robust and performant one. The observed behavior occurs when attempting to download shortly after the content is shared to a site. ArcGIS Hub has not had enough time to generate a cached file. As a result, ArcGIS Hub does not display the correct error message on the initial load. This only occurs when opening the item right away. By waiting a few minutes before an initial load, by closing and opening the download sidebar, or refreshing the page, the download status does not display an endless generation process.
Additionally, it is recommended that users enable an editor tracking on the service, which produces the last edit date on the service. This allows ArcGIS Hub to know when a service is updated, and it displays the appropriate messaging.
