Unable to create labels for layers of a map service in Map Viewer if the map published from ArcGIS Pro was imported from an MXD file produced from ArcGIS Desktop 10.6.1.

Choose any of the following workflows:

• Copy the content from the ArcGIS Pro map created from the imported MXD file into a new map and publish from there.
• Create the map solely within ArcGIS Pro.
• Publish from ArcMap.
