An administrator user role cannot be created with the Python API by specifying ‘org_admin’ as the role value. Instead, a new user can be created with an available role such as ‘org_publisher’, and subsequently, the user’s role can be updated to administrator using the 'update_role()' method on the User object.

解决办法

Use another value for the role argument, such as 'org_publisher', then invoke the update_role(role='org_admin') method to update the newly created user's role value.
