Open the Traffic Counts layer in ArcGIS Pro or via REST: 1. Go to https://demographics5.arcgis.com/arcgis/rest/services/USA_Traffic_Counts/MapServer. 2. Click View in ArcMap. This downloads a layer file that can be opened in ArcMap.

解决办法

Open in ArcGIS Pro or ArcGIS Online:

Go to https://demographics5.arcgis.com/arcgis/rest/services/USA_Traffic_Counts/MapServer.
Click View in ArcMap. This downloads a layer file. This can be opened in ArcMap successfully.

Unable to add the 2018 USA Traffic Counts layer to ArcMap. Either by going to File > ArcGIS Online and adding the 2018 USA Traffic Counts layer, or by going to the 2018 USA Traffic Counts page in ArcGIS Online and clicking "Open in ArcGIS Desktop".
