Unable to add a CSV file with Japanese language directly to ArcGIS Online Map Viewer, and the error message, "Service error: Unable to identify latitude and longitude fields from the CSV file." is returned.

This issue is not reproducible. Adding the CSV file directly or adding and publishing a FL through Map Viewer adds the resulting layers to the map and maps them in the same locations.

解决办法

Save the CSV file locally, encode it with UTF-8 using Notepad, open the file again using Excel, save a new file as CSV UTF-8, and add it as a new item in ArcGIS Online. The detailed steps are listed below.

  1. Download the CSV file from https://data.bodik.jp/dataset/42007d4b-03f4-437d-b843-c40b58da1af8/resource/9af972c0-3c44-42fc-a799-686a1377bace/download/ukicity_evacuation_space_earthquake.csv
  2. Open the CSV file in Notepad. Select 'Save As', and at the bottom of the window, for 'Encoding', select 'UTF-8', and click Save.
  3. Open the TXT file created in step 2 in Microsoft Excel. Use the following settings when prompted by the Text Import Wizard:
    1. For 'Original data type', select Delimited.
    2. For Delimiters, check the Comma check box.
    3. For 'Column data format', select General.
  4. Save as CSV UTF-8.
  5. Navigate to ArcGIS Online > Content, click 'New item', and select the CSV file created in Step 5. Select the longitude and latitude, and create a hosted feature layer.
  6. Open the hosted feature layer in Map Viewer.
