漏洞
Tiles do not load when displaying Esri tiled basemaps at certain levels in Portal for ArcGIS web maps and return the following error messages in the server logs, "No PSK available. Unable to resume." and "Received fatal alert: handshake_failure."

The issue occurs due to a JDK defect which causes multiple concurrent TLSv1.3 connections to fail with the "No PSK available. Unable to resume.." response. The issue is not reproducible in JDK 11.0.6.解决办法
Upgrade to ArcGIS Enterprise 10.8 or latest.
