Duplicate of BUG-000133729: This is a known issue of mapping module in ArcGIS Server 10.8.1 on 2016 Server. It is fixed in ArcGIS Server 10.9.解决办法
This workflow is able to be completed in an ArcGIS Server 10.8.0 environment. The results are to be shared as a web tool to a federated ArcGIS Server 10.8.1 environment. The workflow also works in Windows 2019 OS.
