解决办法
Create a new feature class in any geodatabase and select the projected coordinate system with measurement units as US Feet.
After creating the new feature class, open the Project tool and select the new feature class in the 'Input Dataset or Feature Class' parameter and in environment setting assign a custom XY tolerance and XY resolution. The workaround successfully assigns the custom XY tolerance and resolution to the feature class.
