The behavior described is an expected Measure tool behavior for setting units.
The statement in the Help documentation shows that the Measure tool's unit list is populated based on the units set for a project. If a unit required is not listed in the Measure tool's unit list, the unit can be added to the project's unit list to enable access within the Measure tool. However, this does not mean that the selected unit is the default unit set for the Measure tool.
The measure units are set per view by checking if the view is geographic. Otherwise, the units are set to metric or imperial as default based on the map's coordinate system or the default linear unit set in the units' property page of the project.
More information is to be added to the Help system to clarify further on this.
