In ArcGIS Pro 1.1, the behavior for truncating non-versioned archived tables is to mark all current rows as deleted (to_date updated to the current moment). Therefore, the archive table still has rows for historical purposes until disabling archiving. However, the view of the current moment cannot see the rows.
