Do not click the checkbox "Enable time on this layer" for the layer in the new data frame unless you would like to use the Time Slider Window. Alternatively you can right click the layer and uncheck "Enable time on this layer" on the time tab if you do not want to use the Time Slider Window and/or you do not want it to appear.
