漏洞
The Summarize Within geoprocessing tool does not count the points within the polygons when the polygon layer and the point layer have different coordinate systems, and its output is saved in the memory workspace in ArcGIS Pro 3.1.3. The Count of Points field is populated with zeros.

This issue is not reproducible in ArcGIS Pro 3.2.解决办法
In the environments tab of the geoprocessing tool, assign the same coordinate system as the polygon feature class. This way, the Summarize Within tool works as expected.
