漏洞
The Split tool does not split the selected features. Instead, it recognizes the layer according to the drawing or the layer order in the Contents pane.

This issue is not reproducible in ArcGIS Pro 2.4. If it is still reproducible, provide a project package and a video.解决办法
- Switch the order to place the editing layer on top of the drawing order.
- Set the editing layer as the only editable layer.
