The Snap Pour Point tool produces the wrong output raster with invalid zeros filling all the NoData cells when the output raster is saved as a TIFF format.
This issue has been resolved in ArcGIS Desktop 10.5. When the snap pour point tool is run in ArcGIS Desktop 10.5, it produces correct results. Cells that are snapped pour points are assigned values based on input pour point field. Other background cells are assigned NoData. This is the expected behavior for this tool.

Use a file geodatabase or the Esri Grid raster format for the output raster.
