The scale in ArcMap changes when using the Pan To option located in an attribute table, and a scale range is set on the data.

Currently, there are no plans to address this issue. Users can pan to selected features and maintain the current scale by using the Pan to Selected Features from the layer context menu and not from the table. Adjust the scale manually after using the Pan command to center the selected feature(s).重现步骤
