The scale and precision values set for the fields are not maintained while exporting the table to a CSV file using the Table to Table geoprocessing tool in ArcGIS Pro.

The field scale and precision are not used in a file geodatabase or CSV tables. These formats only support binary representations of double or float numbers (the numbers are a float or double or not), and are not representations that include precision and scale. Table exports to a file geodatabase or CSV cannot perform decimal rounding by setting precision and/or scale.
解决办法
Copy the field values from ArcGIS Pro, and paste them in an Excel sheet.
Manually set a scale to fields in the Microsoft Excel application.
