解决办法
1) Open ArcMap, and add any feature class to the map (Added the states feature class from the Template Geodatabase).
2) Change the labeling engine to Maplex Label Engine (The issue does not occur with Standard Label Engine).
3) Label the feature class, and the labels with the character space and comma are stacked.
4) Right-click the feature class in the Table of Contents > Labels tab > Placement Properties > Fitting Strategy tab > check 'Stack label'.
5) The character space and comma are listed as stacking operators.
6) Check the check box under the heading 'Forced Split' in front of both characters listed in the previous step.
7) Click OK, and the labeling strategy is applied to the labels.
8) Right-click the feature class in the Table of Contents > Convert Labels to Annotations.
9) Modify the feature linked to the annotation, and the stacking is maintained.
