The Parallel Processing setting is not respected when using Background Geoprocessing and running the Build Overviews geoprocessing tool.

This issue is fixed in ArcGIS Desktop 10.6.1.解决办法
- Disable the background geoprocessing by navigating to Geopreocessing > Geoprocessing Options, and uncheck the Enable Background Geoprocessing check box.
- Repeat the above process using included Mosaic Tester2.
- More ArcSOCP.exe processes spin up to utilize computer resources.
