This issue is not reproducible in ArcGIS Online. If the issue persists, contact Esri Support Services as additional information is needed for further investigation.解决办法
- Open Google Chrome.
- Open arcgis.com.
- Create a new map.
- Add two layers (could be the same one used in Safari).
- Run the Overlay Layers tool, and the tool works without issues.
