The differences in the results are expected. There have been multiple quality improvements made for the Aggregate Polygon tool in ArcGIS Pro when using the orthogonal option. Some of the improvements include avoiding creating self-intersections, better honoring the aggregation distances, and densifying curves so they are not flattened. The performance issue has been logged as a separate issue with BUG-000146893.重现步骤
