More information is needed to explain what the specific issue is. Based on repro step #9: "... Now notice that the oceans basemap labels overlaps the feature service's labels" I am making assumptions with two suggested alternatives below: Overall This is known because of how the Oceans basemap is constructed. There are actually two basemap layers. If you expand the Oceans layer (little triangle to left of Oceans) in the Details>Contents, you'll see two layers within the Oceans layer. One is World Ocean Reference, the other is World Ocean Base. When a user adds content (as in this case point features) that additional content gets added BETWEEN The reference and base ocean layers. The World Ocean Reference layer is set as a Reference layer. This setting as a reference layer (note layer icon is different) keeps the layer within the basemap layer in the Details>Contents, but setting it as a reference layer functionally moves it above all other layers, even though it within ArcGIS.com it still appears in the Details>Contents as part of the base layer, below any user added content, in name only. One option is to change the setting for the World Ocean Reference layer. When logged in and Oceans is the basemap. Click the More Options (3 blue dots) under the World Ocean Reference layer. There's an option to "Remove as Reference Layer". If you select this, the World Ocean Reference layer will visually move down in the stack beneath any user added data (but still above the World Ocean Base layer). With this setting the user's data labels will now be above the Ocean Reference layer (although there might still be overlap). The other option is to remove the World Ocean Reference layer completely. Again, signed in, Click the More Options (3 blue dots) under the World Ocean Reference layer. There's an option to "Remove". This will completely remove the World Ocean Reference layer from the basemap. The World Ocean Base will still be there, but all the labels from the reference layer will be removed. This will allow the user to label their own data and not conflict with any labels from the basemap.
