This issue is addressed in ArcGIS Pro 3.3 and ArcGIS Enterprise 11.3.解决办法
- Reproject the data to a non-custom coordinate system, rebuild the network dataset and publish a new routing service.
- Run the analysis with the custom coordinate system directly from the file geodatabase network dataset (not using a routing service).
