The JavaScript SDK that supports the Map Viewer requires browser hardware acceleration for basic performance as described in this documentation topic: https://developers.arcgis.com/javascript/latest/system-requirements/#minimum-hardware-requirements.

The specific map label issue described in this defect is no longer reproducible in ArcGIS Enterprise 11.3 due to general code refactoring and enhancements. However, similar issues may arise in any ArcGIS Enterprise version if browser hardware acceleration is not enabled. Hardware acceleration improves map and scene rendering, including feature labels, symbology, and more. Without it, users may experience slow map rendering or browser crashes when using advanced symbology, detailed geometries, labels, effects, etc.
In ArcGIS Enterprise 11.1, some applications—such as ArcGIS Experience Builder, ArcGIS Instant Apps, ArcGIS StoryMaps, and Scene Viewer—are blocked and cannot be opened if hardware acceleration is disabled.
解决办法
Enable the 'Override software rendering list' option to fix the Map Viewer crash.
Enable graphics acceleration in web browser settings if possible.
