This issue is not reproducible. Location sharing is supported on the default Viewer user type and for any user provided there is permission to 'View content shared with the organization' and users are properly licensed for location sharing. The location tracking service must also be shared with the organization.解决办法
The member can be assigned with any other user type except Viewer user type.
