The development team determined that this issue is related to a known limitation with the software that lies outside of Esri's control.解决办法
A short-term workaround to use both vector basemaps and local language is to use one of the OpenStreetMap styles. (For example, 'osm-standard' is one example that can be used to replace 'arcgis-topographic' in the code.)
