Plan to migrate Local Perspective to mature support in the next ArcGIS Online release, with the suggested replacement app being the new Nearby app built on version 4x of the JSAPI. Therefore, bugs are not addressed with apps moving to mature support.解决办法
Use a web mapping application created with ArcGIS Web AppBuilder. It immediately respects the refresh interval without refreshing the web page.
