This is the expected behavior. Part of the observed problem is in released versions of Pro, projects don't yet have support for full metadata. This is coming in a future release. Also, for the present time, when you publish packages or a project template to a portal, full metadata is not transferred from the packaged item to the portal item. This is also coming in a future release.
The important reason why this particular issue is marked Will Not Be Addressed as opposed to being marked as associated with one of the existing above issues is because of the assertion that when you publish the project template, any metadata provided on the portal should remain in place. This is not the expected or planned behavior.
The item that is being published is the original item and should provide the information about itself that is shared with people. Thinking ahead to a version of the software when the original packaged item can have full metadata and it will be published with the item to the portal, you would not want to lose the information that you provided at the source during the publishing process, because any previously provided information on the portal item would now be out of date. You would want to replace the out of date information on the portal with the current information from the original item.
In the meantime, there are two workarounds available. One is to save the project template as a local file on disk. Then, in the portal use the Update button to upload the current version of the APTX. None of the portal item's metadata will be lost or changed in the process. The other workaround is to save a copy of the portal item's metadata to a file on disk, and to upload it again to the item after the project template has been overwritten. This can be accomplished with the options available in the portal's metadata editor.
