The GetLegendGraphic request performed with Web Map Service (WMS) in ArcGIS for Server 10.4 (and 10.4.1) returns layer names with Thai characters as blocks in the legend.

This issue can be addressed by installing the appropriate Unicode font on the GIS Server. In this case, Arial Unicode is used.解决办法
