This issue is no longer reproducible in ArcGIS Server 10.7.1.

解决办法

Re-project the reference data (which was originally in the projected coordinate system NAD 1983 UTM Zone 17 N) to the geographic coordinate system - GCS_North_American_1983 and then create a US Address - Street Name locator, and publish it as a geocode service.
