Instead of an development bug in Web AppBuilder for ArcGIS, this issue turns out to be caused by a server issue in a 10.6 and 10.6.1 environment (this issue is not reproducible in 10.5.1, 10.7 or 10.7.1 portals), regarding the use of generateRenderer on feature layers to get uniqueValueInfos.解决办法
The drop-down populates for secondary users if Editor Tracking is disabled.
