This issue description is flawed, as the 'Write geoprocessing operations to XML log file' option is not related to the XML file created in the same folder as the output of the Export Feature Attribute To ASCII tool.

The XML file in the output folder stores ArcGIS metadata associated with the text file, which is seen as a tabular format. It is per design that ArcGIS metadata is created and transferred for the output of geoprocessing tools in ArcGIS Pro.
If the user does not want ArcGIS metadata XML files associated with the tool's outputs, log an ArcGIS Pro Idea for the Esri User Community to comment and vote on the ability to prevent this.
